I often read in forums on how people make money by selling domains and websites. Some of the offers go as high as few thousand dollars. Geee....how do they come up with this figure. Is it true that websites with decent PR (3 or 4) can fetch this high amount?

It is not just the PR 3, 4. Pagerank is only good for selling Textlinks.
People will look for your current site traffics and revenue.
Good site contents + Visitors = $$$$

They can make all that money back in a year or so.
