What if I ran over someone's dog?

I almost ran over a dog yesterday. I hit the brake really hard and the car complete stopped just right on time, 2 seconds before it hit the dog.
I saw the owner of the dog was chasing him after, She was smiling and calling the dog's name. She must be very happy that her dog is still alive, but that was scared the hell out of me.
Would that be my fault if I ran over that dog and killed him? it is really hard to tell, the dog didn't has a leash on and it was running around loose, but I also have a responsibility to drive slow and carefull in local streets.
If the dog owner wants to sue me for that, and if she won. How much do I have to pay? I live in Nebraska.

it was so funny... I also experience this before... I run as fast as I can...
